A bridge collapse Friday in Pittsburgh provided a symbolic backdrop for President Joe Biden's trip to the city to tout his $1 trillion infrastructure plan -- and try rebuilding his own crumbling approval ratings. 

Pittsburgh's public safety authorities tweeted that three people were hospitalized with non-life-threatening injuries after the road bridge buckled into a snowy ravine. 

The otherwise minor accident immediately caught national attention because Biden was set to touch down in the industrial city shortly for a speech promoting his efforts to reset the post-pandemic US economy, including through the historic infrastructure spending splurge. 

Biden "has been told of the bridge collapse in Pittsburgh," Press Secretary Jen Psaki tweeted, and will "proceed with (the) trip planned for today and will stay in touch with officials on the ground about additional assistance we can provide." 

While in Pittsburgh, located in the political battleground state of Pennsylvania, Biden was to tour Mill 19. The former mill dates back to 1943 and once churned out more than a million tons of metal a year. 

Today, the site is being held up as a symbol of what the White House calls Biden's "vision to rebuild America's economy for the 21st century." Home to Carnegie Mellon University's Manufacturing Futures Institute (MFI), Mill 19 focuses on high-tech research and development. 

"The president will talk about how his bipartisan infrastructure law is already strengthening in our supply chains and critical infrastructure -- our roads, bridges, ports, airports and more -- giving us an edge in producing more in America and exporting it to the world," a White House official said. 

Biden's political woes 

For Pittsburgh's mayor, Ed Gainey, the Biden visit was welcome -- a chance to home in on the kinds of problems plaguing post-industrial cities across the country, where bridges, highways, water pipes and other basic infrastructure typically dates back multiple decades. 

"This is critical that we get this funding and we're glad to have the president coming today," he told CNN.

 

In a tough first year in office, the infrastructure bill, passed with rare cross-party Republican support, was one of Biden's biggest successes. For years, presidents had failed to get Congress to revamp the sector, with Donald Trump's repeated promises of "infrastructure week" turning into a running Washington joke. 

But Biden has faced heavy setbacks on other priorities, most recently his attempt to get new voting rights guarantees through Congress. He is also embroiled in the standoff with Russia over Ukraine. 

Despite signs of a roaring economic comeback from the Covid-19 shutdown, the recovery is proving uneven and inflation is eating into wage increases. 

As he kicks off his second year, Biden's approval ratings have slipped to around 40 percent, making him as unpopular as Trump. And things risk getting worse, with Republicans potentially poised to take over Congress in the November midterms. 

Reflecting Biden's currently dim political star power, two important Democrats from Pennsylvania -- Lieutenant Governor John Fetterman and Attorney General Josh Shapiro -- were pointedly keeping away from the presidential visit, citing scheduling conflicts. 

However, Biden has said he hopes trips like this will help relaunch his momentum, heading into the midterms. 

"I'm going to get out of this place more often," he said during a press conference last week at the White House. "I'm going to go out and talk to the public."

Qatar signs $470 mn solar deal

Doha (AFP) - Gas-rich Qatar signed a $470-million deal on Sunday to build its first solar energy plant, capable of meeting up to one-tenth of peak national power demand.

The Al-Kharsaah plant, near the capital, is a 10-square-kilometre (4-sq-mile) joint venture with French and Japanese partners due for completion in 2022 ahead of the football World Cup.

"Eight times the solar power pledged in the World Cup bid will be produced," Energy Minister Saad al-Kaabi told a media briefing in Doha.

Qatar's ruler, Emir Sheikh Tamim bin Hamad Al-Thani, vowed at the United Nations last year that the tournament would be carbon neutral, but gave little detail on how this would be achieved.

"Production capacity will be around 800 megawatts and 10 percent of peak demand," said Kaabi following a signing ceremony between Qatari state firms, France's Total and Japan's Marubeni.

"Eight-hundred megawatts will be the largest (solar power plant) built by Total," said the French energy giant's chief executive, Patrick Pouyanne.

By contrast, Abu Dhabi's Sweihan plant, one of the world's largest solar projects, produces 1,177 megawatts.

The capital cost of the venture is 1.7 billion riyals ($470 million), Kaabi said, with state firms taking a 60-percent stake and foreign investors 40 percent.

Marubeni will take 51 percent of the minority holding, while Total will have 49 percent.

"It's a pilot project, you have to assess how successful it is," added Kaabi.

Gulf states, heavily depend on oil and gas, have invested tens of billions of dollars in clean energy projects, mainly in solar and nuclear.

But critics say many such projects are slow to get off the drawing board.

The United Arab Emirates said last week its first nuclear power plant would start operating within months after repeated delays to meet safety and regulatory conditions.

The UAE will have the first operational nuclear reactor in the Arab world.

Saudi Arabia, the world's top crude oil exporter, has said it plans to build up to 16 nuclear reactors, but the projects have yet to materialise.

Critics say the addiction to oil is hard to kick, particularly when supplies remain abundant and the high costs of investment in infrastructure needed to switch to renewables.

Sydney power under threat as fires destroy substations

Sydney (AFP) - Electricity supplies in Australia's most populous state, including its largest city Sydney, were under threat on Saturday after bushfires took out two substations with authorities warning of rolling blackouts if conditions worsen.

The blazes have raged across New South Wales, and they brought down transmission lines in the state's south connecting with neighbouring Victoria, state energy minister Matt Kean tweeted.

Kean urged people to reduce unnecessary electricity use and "turn off pool pumps, lights in unoccupied rooms and avoid using washing machines and dishwashers".

TransGrid chief executive Paul Italiano said the system was coping but "under stress".

He warned the loss of another major power station could mean "load shedding" power cuts to prevent the electricity grid from collapsing.

"It is no longer operating as a single national electricity market and that has compromised the availability of energy to New South Wales," Italiano told national broadcaster ABC.

New South Wales, which is under a third state of emergency over the severe fire conditions, has a population of just under eight million, of whom around 65 percent live in the greater Sydney region.

The fires have claimed the lives of 17 people in the state and burnt some 3.6 million hectares (36,000 square kilometres) -- an area larger than Belgium.

While bushfires are common in Australia's arid summers, climate change has pushed up land and sea temperatures and led to more extremely hot days and severe fire seasons.

The natural resources of the planet are finite and will not support the continuation of what you've been doing. We've been saying this for a decade. Watch for increased science and increased funding for alternate ways of creating electricity (finally). Watch for the very companies who have the most to lose being the ones who fund it. It is the beginning of a full realization that a change of thinking is at hand. You can take things from Gaia that are energy, instead of physical resources. We speak yet; again about geothermal, about tidal, about wind. Again, we plead with you not to over-engineer this. For one of the things that Human Beings do in a technological age is to over-engineer simple things. Look at nuclear - the most over-engineered and expensive steam engine in existence!

Your current ideas of capturing energy from tidal and wave motion don't have to be technical marvels. Think paddle wheel on a pier with waves, which will create energy in both directions [waves coming and going] tied to a generator that can power dozens of neighborhoods, not full cities. Think simple and decentralize the idea of utilities. The same goes for wind and geothermal. Think of utilities for groups of homes in a cluster. You won't have a grid failure if there is no grid. This is the way of the future, and you'll be more inclined to have it sooner than later if you do this, and it won't cost as much…

Water

We've told you that one of the greatest natural resources of the planet, which is going to shift and change and be mysterious to you, is fresh water. It's going to be the next gold, dear ones. So, we have also given you some hints and examples and again we plead: Even before the potentials of running out of it, learn how to desalinate water in real time without heat. It's there, it's doable, and some already have it in the lab. This will create inexpensive fresh water for the planet. 

There is a change of attitude that is starting to occur. Slowly you're starting to see it and the only thing getting in the way of it are those companies with the big money who currently have the old system. That's starting to change as well. For the big money always wants to invest in what it knows is coming next, but it wants to create what is coming next within the framework of what it has "on the shelf." What is on the shelf is oil, coal, dams, and non-renewable resource usage. It hasn't changed much in the last 100 years, has it? Now you will see a change of free choice. You're going to see decisions made in the boardrooms that would have curled the toes of those two generations ago. Now "the worst thing they could do" might become "the best thing they could do." That, dear ones, is a change of free choice concept. When the thinkers of tomorrow see options that were never options before, that is a shift. That was number four.”

Sinking feeling: Philippine cities facing 'slow-motion disaster'

When Mary Ann San Jose moved to Sitio Pariahan more than two decades ago, she could walk to the local chapel. Today, reaching it requires a swim.

The main culprit is catastrophic subsidence caused by groundwater being pumped out from below, often via unregulated wells for homes, factories, and farms catering to a booming population and growing economy.

The steady sinking of coastal towns and islets like Pariahan in the northern Philippines has caused Manila Bay's brackish water to pour inland and displace thousands, posing a greater threat than rising sea levels due to climate change.

"It was so beautiful here before... Children were playing in the streets," San Jose said, adding: "Now we always need to use a boat."

Most of the former residents have scattered to other parts of the region. Just a handful of families remain in Pariahan, which had its own elementary school, a basketball court and a chapel before the water flowed in.

These days just the flooded chapel, a cluster of shacks on bamboo stilts where San Jose lives with her family, and a few homes on a bump of land remain.

The children that live there commute 20 minutes by boat to a school inland and most of the residents eke out a living by fishing.

The provinces of Pampanga and Bulacan -- where Pariahan is located -- have sunk between four and six centimetres (1.5-2.4 inches) annually since 2003, according to satellite monitoring.

"It's really a disaster that is already happening... It's a slow-onset disaster," explained Narod Eco, who is part of a group of scientists tracking the problem.

Threat to lives

By comparison, the UN estimates average sea level rise globally is about three millimetres per year.

The creeping bay waters put people and property at risk, while the threat is amplified by high-tides and flooding brought by the roughly 20 storms that pound the archipelago every year.

Some areas have raised roads in an effort to keep up with the sinking, creating odd scenes where the street surface is at the height of door knobs on roadside buildings.

At least 5,000 people have been forced out of the mostly rural coastal areas north of Manila in recent decades as the bay water has moved further inland, regional disaster officials told AFP.

The sinking is very likely permanent because the ground in the hardest hit areas is mostly clay, which sticks together after the water is pulled out.

The fate of towns such as Pariahan provides a preview of the problems that may await some of the capital's 13 million people.

Sections of Manila along the shore of the bay are sinking too, with excess groundwater pumping being the most likely cause, Eco, the researcher, told AFP. The subsidence there though is at a slower rate than the northern coastal communities, potentially due to less pumping or differences in the soil, he added.

A moratorium on new wells in the greater Manila area has been in place since 2004. But enforcing that ban as well as shuttering existing illegal wells, falls to the National Water Resource Board and its roughly 100 staffers who are responsible for policing the whole country.

"We have insufficient manpower resources," the board's director Sevillo David told AFP. "It's a very big challenge for us, but I think we are doing the best we can."

Things will get worse

The demand for water has soared as Manila's population has nearly doubled since 1985, and the size of the nation's economy has expanded roughly ten-fold over the same period.

This explosive growth has created a ravenous demand for water, especially in the agriculture and manufacturing industries to the north of the capital.

"The sinking is a very serious threat to people, their livelihoods and cultures," said Joseph Estadilla, a spokesman for alliance seeking to protect Manila Bay coastal communities.

"This is only going to get worse in the near future," he insisted.

Manila and its surroundings are among several major cities, especially in Asia, under threat as the land collapses beneath them, though the causes for this vary.

Cities such as Jakarta -- which is sinking 25 centimetres (0.8 feet) each year -- Bangkok and Shanghai risk being inundated within decades as a mixture of poor planning, more violent storms and higher tides wreak havoc.

In Jakarta, a city of 10 million people that sits on a confluence of 13 rivers, half the population lacks access to piped water, so many dig illegal wells to extract groundwater.

Yet in Pariahan the residents who remain are doing what they can to stay in a place they call home.

San Jose explained: "Every year we raise (the floor) of our house. Now my head almost reaches the ceiling."

Indonesia eyes moving capital from congested Jakarta

Jakarta (AFP) - Indonesia is considering a plan to move its capital away from sprawling megalopolis Jakarta, officials said Monday, but any jump to a new city could still be years away.

The idea of moving Indonesia's seat of government from an urban conglomeration of nearly 30 million people with some of the world's worst traffic jams has stretched on for decades.

Low-lying Jakarta is also prone to annual flooding and is one of the world's fastest sinking cities due to excessive groundwater extraction.

On Monday, urban planning minister Bambang Brodjonegoro said the long-stalled relocation plan won approval from President Joko Widodo who favoured moving the capital away from Indonesia's most populous Java island.

Jakarta, which suffers billions of dollars in annual congestion-and-flood linked economic losses, would remain the country's financial hub.

"(Widodo) decided on ... the option to relocate the capital," Brodjonegoro said after a cabinet meeting.

In a statement before the meeting, Widodo expressed support for the idea, but he did not give an alternate location or a timeline for any move.

"In the future, would Jakarta be able to carry the double burden of being both the centre of government and its business centre?" he asked in the statement.

"If we prepare well from the very beginning, this great (relocation) idea could be realised," he added.

During his re-election campaign, Widodo pledged to spread economic growth more evenly in the nation of 260 million.

He won a second term this month, according to unofficial poll results.

Local media have reported that a possible new capital would be Palangkaraya city on the island of Borneo.

Limited network capacity casts shadow on solar energy growth

The Dutch might have been some of the world’s best green energy farmers, with their ubiquitous windmills. 

But they are having more problems rolling out solar energy cultivation, according to media reports on Friday. 

The Volkskrant claims that network managers Enexis and TenneT cannot agree to take energy from any more farmers, companies or corporations in parts of Groningen and Drenthe who want to install panels – because there apparently isn’t enough capacity in the system. 

New solar farms in certain areas, where solar farming provides more than enough energy, will also not be connected to the national network. 

According to the Volkskrant, supply of the panels in 2017 and 2018 has somewhat outstripped the demand. 

‘The capacity of the energy network is a bottleneck for transition to green energy,’ Siward Zomer, director of eco-friendly energy organisation ODE Decentraal reportedly told the paper. 

Netbeheer Nederland association said that the problem is most acute in parts of Groningen, Drenthe and Overijssel. 

Jeroen Brouwers, spokesman for TenneT, reportedly told the Telegraaf that the problem was ‘the result of the current subsidy policy’, adding that the panels ‘are mostly possible, but just not all in the same space’. 

Expanding the network capacity to increase the capacity for solar energy – and help fulfil the Netherland’s obligations to combat climate change – is expected to take years and cost millions.

“… 4 - Energy (again)

The natural resources of the planet are finite and will not support the continuation of what you've been doing. We've been saying this for a decade. Watch for increased science and increased funding for alternate ways of creating electricity (finally). Watch for the very companies who have the most to lose being the ones who fund it. It is the beginning of a full realization that a change of thinking is at hand. You can take things from Gaia that are energy, instead of physical resources. We speak yet; again about geothermal, about tidal, about wind. Again, we plead with you not to over-engineer this. For one of the things that Human Beings do in a technological age is to over-engineer simple things. Look at nuclear - the most over-engineered and expensive steam engine in existence!

Your current ideas of capturing energy from tidal and wave motion don't have to be technical marvels. Think paddle wheel on a pier with waves, which will create energy in both directions [waves coming and going] tied to a generator that can power dozens of neighborhoods, not full cities. Think simple and decentralize the idea of utilities. The same goes for wind and geothermal. Think of utilities for groups of homes in a cluster. You won't have a grid failure if there is no grid. This is the way of the future, and you'll be more inclined to have it sooner than later if you do this, and it won't cost as much…

Water

We've told you that one of the greatest natural resources of the planet, which is going to shift and change and be mysterious to you, is fresh water. It's going to be the next gold, dear ones. So, we have also given you some hints and examples and again we plead: Even before the potentials of running out of it, learn how to desalinate water in real time without heat. It's there, it's doable, and some already have it in the lab. This will create inexpensive fresh water for the planet. 

There is a change of attitude that is starting to occur. Slowly you're starting to see it and the only thing getting in the way of it are those companies with the big money who currently have the old system. That's starting to change as well. For the big money always wants to invest in what it knows is coming next, but it wants to create what is coming next within the framework of what it has "on the shelf." What is on the shelf is oil, coal, dams, and non-renewable resource usage. It hasn't changed much in the last 100 years, has it? Now you will see a change of free choice. You're going to see decisions made in the boardrooms that would have curled the toes of those two generations ago. Now "the worst thing they could do" might become "the best thing they could do." That, dear ones, is a change of free choice concept. When the thinkers of tomorrow see options that were never options before, that is a shift. That was number four.”

New Mini Ice Age

"The weather you have today, and all the alarming attributes of it, is a scenario of what was scheduled to happen on Earth anyway. I review again that the weather changes you are seeing prophesied by myself, 21 years ago, are not a surprise. The changes are not caused by the pollutants you put in the air. You call it global warming and that's a nice phrase, and perhaps that will get you to put less pollutants in the air – a very good thing. But what you are seeing in the weather shift today was not caused by Humans putting things into the air. It would have happened anyway in about 300 years."

"We've called this process the water cycle, since it's all about water, not about air. The water is the predominant attribute of Gaia and of the weather cycle you're seeing. As mentioned, they are so slow there is no remembrance that a Human has of them except in past writings and in the rings of the trees. The time span of the changes is so great that environmental record keeping does not exist in the form that it does today. But you can still look at the rings of the trees and at the striations of the rocks and can generally figure out that a few hundred years ago, you had a mini-ice age. Now you're going to have another one."
