We also have indicated that all you have to do is dig down deep enough and the planet will give you heat. It's right below the surface, not too far away all the time. You'll have a Gaia steam engine that way, too. There's no danger at all and you don't have to dig that far. All you have to do is heat fluid, and there are some fluids that boil far faster than water. So we say it again and again. Maybe this will show you what's wrong with what you've been doing, and this will turn the attitudes of your science to create something so beautiful and so powerful for your grandchildren. This benevolent Universe gave you an astral body that allows the waters in your ocean to push and pull and push on the most regular schedule of anything you know of. Moroccan villagers harvest fog for water supply

Sidi Ifni (Morocco) (AFP) - Green technology to turn fog into fresh water straight from the tap has put an end to exhausting daily treks to distant wells by village women in southwest Morocco.

Families in five highland Berber communities have begun to benefit from "fog harvesting", a technique devised in Chile two decades ago and since taken up in countries from Peru to Namibia and South Africa.

On the summit of a mountain named Boutmezguida, which looms over the villages at 1,225 metres (4,019 feet), thick fog shrouds about 40 finely meshed panels designed to trap water and relay it to a network of pipes.

To have water running from a faucet at home is a "revolution" for inhabitants of the semi-arid mountains known as the Anti-Atlas, says Aissa Derhem, the chairman of an active regional association called Dar Si Hmad for Development, Education and Culture (DSH).

DSH prides itself on building "the world's largest fog-collection and distribution system" and helping locals in the Sidi Ifni region -- Derhem's birthplace -- to learn to operate it, after repeated droughts and scarce rain.

"Our rain here is the fog," Derhem adds.

Tiny droplets are caught on the mesh while fog wafts through panels. The harvesters mix all they catch with more water derived from drilling, then supply the villages on the lower slopes.

Derhem first heard about fog harvesting 20 years ago. A few years later on returning to Sidi Ifni, he realised that the local climate was similar to that of the Andes in South America.

DSH joined forces with Fog Quest, a Canadian charity whose volunteers work in a range of developing countries. North Africa's first pilot project became operational after almost a decade's work refining techniques.

'An imitation of nature'

The valves were opened at Sidi Ifni for the first time to mark World Water Day, March 22. Ever since, "92 households, or nearly 400 people," have enjoyed running water at home, says Mounir Abbar, the project's technical manager.

"Morocco has a lot of fog because of three phenomena: the presence of an anticyclone from the Azores (north Atlantic islands), a cold air current and a mountainous obstacle," Derhem says.

The mesh that traps water is "merely an imitation of nature," he adds, pointing out how spiders have always caught minute droplets of water in their webs.

"This is ecological and enables us to look after the regional water table, which we have been emptying away," Derhem says.

The scheme will be extended to other villages and, in time, advocates hope, to other parts of the country.

In the village of Douar Id Achour, residents are proud of their new taps, for good reason. Women and children used to spend an average of four hours a day on a round trip to a well, even longer in dry summer.

"I filled two 20-litre (5.3-gallon) containers four times a day," says Massouda Boukhalfa, 47. "But even those 160 litres wasn't enough for us, because we have cattle as well."

'Ready for export'

During droughts, water was carried in by tanker trunk. "That took a fortnight and cost 150 dirhams (13.7 euros), $15.6) for 5,000 litres on average," young resident Houcine Soussane recalls.

According to Dar Si Hmad, 7,000 litres of fog water cost three times less than before, even with a fee of 20 dirhams to each household for the right to a counter.

Villagers today have more time to collect the nutty fruit of argan trees and extract its prized and potentially lucrative oil, used in cooking, skin care and easing arthritis. Reputed as an anti-ageing product, argan oil has been taken up abroad as an ingredient in high-end cosmetics.

"Our women and daughters no longer wear themselves out. They go to school and are safe," 54 year-old villager Lahcen Hammou Ali sums up. "With the time saved, we can pay for water all year by producing a bottle of argan oil."

DSH next wants to supply fog water to as many villages as possible in the area. It also plans to replace mesh in the panels with a new variety that can resist wind speeds of 120 kilometres per hour (75 mph).

The panels were perfected on Moroccan soil with help from the German charity Wasserstiftung, and successfully passed the testing phase.

"The nets are now ready for export to other towns in Morocco, in all the mountainous regions and along the seafront," Derham says, hopeful they can be deployed in all highland areas where fogbanks are frequent.

Court Ruling Dries Up Private Water Provision in Jakarta

Jakarta. Two private companies have lost their right to supply water to customers in some parts of Jakarta after a court ruled in favor of a coalition seeking to have water privatization struck down.

PAM Lyonnaise Jaya (Palyja) and Aetra Air Jakarta (Aetra) had their contracts with city-owned water operator PAM Jaya severed by the Central Jakarta District Court on Monday, ending an 18-year partnership.

Jakarta City Council will form a transition team to take over their operations, while Governor Basuki Tjahaja Purnama has said employees of the two companies could possibly find employment with PAM Jaya.

“They are professional workers and we cannot abandon them, we will make preparations so they can work at PAM Jaya,” Basuki was quoted as saying by Tempo.co on Wednesday.

Basuki said he was confident PAM Jaya would be able to manage the capital’s water distribution without Palyja and Aetra.

The court ruling ends a controversial experiment in water privatization in Jakarta, and is a major victory for the Coalition of People Rejecting the Privatization of Water in Jakarta (KMMSAJ), which filed the lawsuit.

The group had argued that the sub-contracted water service was too expensive and many Jakarta residents could not afford it.

The coalition, which includes the Jakarta Legal Aid Fuundation (LBH Jakarta), and are opposed to private ownership of water, also said the service provided by Palyja and Aetra was not up to scratch.

Both Aetra and Palyja have stated that they would file an appeal.

Aetra’s Corporate Secretary Pratama S. Adi said that the company was aware that his company’s contract with PAM Jaya was not favorable to the Jakarta City Council and it was willing to negotiate.

“We have been conducting internal consolidation and next week we will file an appeal,” Pratama said.

Palyja’s spokeswoman Meyritha Maryanie confirmed the company would challenge the ruling.

“During the legal process the contract between Palyja and PAM Jaya is still valid,” Meyritha added.

Seminar on Israel water technology to be held in Taipei

A seminar on Israel's water technology will be held in Taiwan later this month to promote exchanges in the area, the Israel Economic and Cultural Office in Taipei said in a recent statement.

The seminar, slated to take place Nov. 28 in Taipei, will bring together representatives of eight Israeli companies who will share their technologies and products with Taiwanese firms in an effort to seek potential cooperation, said the office, which is co-organizing the event with Taiwan's Water Resources Agency.

The agenda will include discussions on desalination, waste water management, quality management of drinking water and recycled water, the office said.

As the government is planning to begin collecting water pollution control fees starting December, how to effectively handle waste water has become an important issue.

Israel has developed advanced technologies to deal with its waste water, 97% of which is reused for irrigation. It has also been exporting its water technologies, including desalination, waste water recycling and drip irrigation, to other countries, the office said.

Business meetings will also be arranged for Israeli and Taiwanese companies to explore cooperation opportunities, it added.

The natural resources of the planet are finite and will not support the continuation of what you've been doing. We've been saying this for a decade. Watch for increased science and increased funding for alternate ways of creating electricity (finally). Watch for the very companies who have the most to lose being the ones who fund it. It is the beginning of a full realization that a change of thinking is at hand. You can take things from Gaia that are energy, instead of physical resources. We speak yet again about geothermal, about tidal, about wind. Again, we plead with you not to over-engineer this. For one of the things that Human Beings do in a technological age is to over-engineer simple things. Look at nuclear - the most over-engineered and expensive steam engine in existence!

Your current ideas of capturing energy from tidal and wave motion don't have to be technical marvels. Think paddle wheel on a pier with waves, which will create energy in both directions [waves coming and going] tied to a generator that can power dozens of neighborhoods, not full cities. Think simple and decentralize the idea of utilities. The same goes for wind and geothermal. Think of utilities for groups of homes in a cluster. You won't have a grid failure if there is no grid. This is the way of the future, and you'll be more inclined to have it sooner than later if you do this, and it won't cost as much.

Water

We've told you that one of the greatest natural resources of the planet, which is going to shift and change and be mysterious to you, is fresh water. It's going to be the next gold, dear ones. So, we have also given you some hints and examples and again we plead: Even before the potentials of running out of it, learn how to desalinate water in real time without heat. It's there, it's doable, and some already have it in the lab. This will create inexpensive fresh water for the planet. 

There is a change of attitude that is starting to occur. Slowly you're starting to see it and the only thing getting in the way of it are those companies with the big money who currently have the old system. That's starting to change as well. For the big money always wants to invest in what it knows is coming next, but it wants to create what is coming next within the framework of what it has "on the shelf." What is on the shelf is oil, coal, dams, and non-renewable resource usage. It hasn't changed much in the last 100 years, has it? Now you will see a change of free choice. You're going to see decisions made in the boardrooms that would have curled the toes of those two generations ago. Now "the worst thing they could do" might become "the best thing they could do." That, dear ones, is a change of free choice concept. When the thinkers of tomorrow see options that were never options before, that is a shift. That was number four. ….”

High-Tech Reverse Osmosis Water Plant on Its Way to Riau Islands, Ministry Says

The national government is planning to build a plant to convert seawater into drinking water using reverse osmosis technology in Tanjung Pinang, Riau Islands, an official said on Friday.

The plant will have a clean water production capacity of 50 liters per second, said Danny Sutjiono, director for drinking water development at the Public Works Ministry.

“This is estimated to be able to meet the demand for 40,000 customers at a tariff of around Rp 8,000 to Rp 9,000 per cubic meter per second,” Danny said.

Danny said the project was now in the tender phase for construction. He said that he hoped a contract could be signed in October and that construction could start immediately thereafter.

“I hope the project will be operational at the end of 2013,” he added.

Reverse osmosis is expensive. Danny said the investment needed for the Riau Islands project was four times what freshwater projects of a similar scale would cost.

The Public Works Ministry said it would allocate Rp 40 billion ($4.24 million) to build the plant.

The winner of the tender must not only construct the physical facility but also operate the plant and build the necessary distribution pipeline network, Danny said.

“They will have to handle the construction process and the provision of water. All we want is for the seawater to be processed into drinking water and channeled to the houses,” he said.

The ministry has already built one reverse osmosis plant, on Mandangin island in Sampang, East Java, off the coast of the larger Madura island.

That plant has a similar production capacity to that of the proposed Riau Islands facility. After the Mandangin plant is officially inaugurated by Public Works Minister Djoko Kirmanto in early August, it will serve an estimated 20,000 people.

That plant’s water sells for Rp 12,000 per cubic meter per second, Danny said.

Almost 500 villages facing water scarcity

Almost 500 villages throughout the nation are facing a water scarcity due to the long drought season, says the Public Works Ministry.

The villages spread in Java, Bali, West Nusa Tenggara, East Nusa Tenggara, South Sulawesi and West Sulawesi.

The Public Works Ministry said it would develop drinking water system in 153 the troubled villages.

The ministry also mobilized a mobile water processing installation and 140 units of water tank cars to refill 280 public hydrants in the villages.

“We are trying to refine sea water in Sampang, Madura with a capacity of 10 liters per second,” said Director of Drinking Water at the Public Works Ministry Danny Sutjiono as quoted by kompas.com on Wednesday.

However, he said the cost for such a refinery system was higher than refining river water.

Ministry eyes desalination technology to mitigate potential water crisis

The Maritime Affairs and Fisheries Ministry has developed sea water desalination technology to convert sea water into fresh water to cope with the possibility of a water crisis.

“Making mineral water from the sea is a strategic step in anticipating the possibility of a clean water crisis in the future,” Maritime Affairs and Fisheries Minister Fadel Muhammad said on Saturday, as reported by kompas.com.

The desalinated water could be a pivotal shift in fresh water supplies. The process could also produce salt.

According to the ministry, Indonesia has several potential locations where this technology could be developed. The areas include Nusa Penida and Gondol in Bali, Lombok Strait in West Nusa Tenggara, Biak Island in Papua and Pelabuhan Ratu in West Java.

Around 70 percent, or 5.8 million kilometers, of Indonesian territory is comprised of water.

Dam collapse leaves East Jakarta dry

Sixty percent of private water company PT PAM Lyonnaise (Palyja) customers have been without water since the Buaran dam in Duren Sawit, East Jakarta collapsed Wednesday night.

"The water supply will return to normal after [the damage] is fixed," Palyja spokesperson Meyritha Maryanie said on Thursday.

Palyja was negotiating for an additional water supply from Tangerang and from another private water operator, PT Aetra, she said.

However, Tangerang could supply only 10 to 20 percent of the municipality’s needs, while a permit from city water manager PT PAM Jaya was needed for PT Aetra to deliver water to East Jakarta.

"Once the permit from PAM Jaya has been issued, clean water will be immediately channeled to customers within a few hours," Meyrita added, as reported by tempointeraktif.com.
The dam collapsed after it began to leak on Wednesday night.

Buaran Dam collapse cuts water supply to 60 percent of customers

The recent collapse of the Buaran dam in Duren Sawit, East Jakarta, has cut the water supply to around 60 percent of PT PAM Lyonnaise Jaya (Palyja) customers since midnight, the company says.

"The water supply will return to normal once [the damage] is fixed," Meyritha said.

She added that the company was seeking to supplement its water supply with water from Tangerang, and was also working with PT Aetra water company.

However, water from Tangerang may only reach 10 to 20 percent of those who need it, Meythan what is needed and a permit from city water operator PT PAM Jaya was required for PT Aetra to take over the supplying of water.

"If the permit from PAM Jaya has been issued, clean water supply will be immediately channeled to customers within a few hours," Meyrita added.

The Buaran dam wall collapsed started from a leak on Wednesday night which increasingly worsened.

Operations Begin for New Bali Plant To Purify Sewage Into Usable Water

Denpasar. Bali officially began operations at a water purification facility on Wednesday that turns treated sewage into clean, usable water.

“The Balinese people are worried about predictions that the island will suffer from a water crisis in 2015,” provincial regional secretary Made Jendra said at the plant’s opening. “This, at least, will be alleviated by the operation of this facility.”

Jendra said the treatment plant, which was a joint project of the central government, Denpasar administration, Badung district government and Japan International Cooperation Agency, would be able to produce 9,000 cubic meters of clean water every day, or more than 100 liters per second.

While that figure was far from the estimated 1,500 liters per second needed to avert a water crisis in 2015, he said clean water production would hopefully grow further with the completion of a sewage network project.

Goro Yasuda, director for overseas projects at Japan’s Ministry of Land, Infrastructure, Transportation and Tourism, said Bali would face a water crisis by 2015 because “the need for clean water vastly exceeds the capacity of the regional water company.”

Dewa Punia Asa, head of Bali’s public works office, said that so far only 8,647 households in Denpasar and Badung districts were linked to the first phase of the Denpasar Sewage Development Project. Those households are estimated to produce about 22,000 cubic meters of liquid waste a day.

A second phase, expected to be completed in 2014, is targeting 7,200 new connections, mostly hotels and restaurants in the tourist areas of Sanur, Kuta, Legian and Seminyak.

Tjok Bagus Budiana, who heads the province’s sewage management service, said the facility was designed to process as much as 51,000 cubic meters of liquid waste per day. It is built on a 17.5 hectare plot, 2.5 hectares of which is reserved for reservoirs to hold liquid waste.

He said households had to pay a monthly fee of Rp 15,000 to Rp 25,000 ($1.75 to $2.90) to be connected to the network. The fee, he added, would be higher for participating businesses.

Dutch hothouses could help solve world food crisis

Dutch hothouses used to have a reputation for wasting energy. But nowadays it’s the most innovative sector in the Netherlands, producing food extremely efficiently using sustainable energy. Even the Chinese are interested.

China, like the Netherlands, does not have enough agricultural land to feed its own population. Dutch intensive greenhouse systems could help increase food production in China.

Professor of greenhouse farming at the Agricultural University of Wageningen Olaf van Kooten explains:

“Cultivation under glass is extremely efficient in its use of water and energy. In the future, we will have to feed around 15 billion people across the world, and this could be a key to the solution.”

Stef Huisman grows tropical plants and trees for offices. He uses a closed water system. His nursery has trees standing in two to three centimetres of water. Every week, the water is filtered for sand and ultra violet rays and reused.

“That is all the water we need. The rain that falls on the roof is enough to water the plants. We don’t use any ground water.”

Professor Van Kooten thinks this technique could be an important export product.

“If we continue like this, the only water we use will literally be the water in the product. To produce a kilo of tomatoes, you will only need a litre of water.”

The use of the ground heat to heat the greenhouses is just as important. Ted Duijvestijn has drilled a 3-kilometre-deep shaft to heat his tomato greenhouses in Pijnacker. The system pumps salt water which is 75 degrees Celsius upwards to the greenhouses. Once the water cools it is pumped back into the ground, where it reheats again.

The system, which was installed in March, is already making 60 percent savings. Once the electric pumps are powered by his own windmills, the greenhouses will more or less only run on sustainable energy. There will even be excess energy and warm water produced so that greenhouse owners will also become energy suppliers.

And then there are the lights which are used to help plants grow. Vegetable grower Rob Baan has replaced his with low-energy LED lights which give exactly the right colour. Next to the greenhouse is a windmill to provide the energy for the LED lights.

In the summer the greenhouses are heated by the sun, producing temperatures above 50 degrees. Excess warmth is used to heat water, which is stored underground for the winter.

No pesticides

Wouldn’t it be easier to cultivate food in regions where no greenhouses are needed. Mr Baan very firmly says “No.”

“There are no insects here. Our greenhouses are either free of insects or we have predators in the greenhouses which eat them. We do not spay pesticides on the plants. Our production methods are becoming more and more sustainable. In the future, these kind of farms will be built close to cities, so that food can be produced locally.”

Meanwhile he has started up his own businesses in the United States and Japan.

Water woes a worry for Indonesia’s big cities

The rapid growth of Asian cities has not kept pace with the number of people who need clean water and proper sanitation, an expert says.

Densely populated urban areas in Indonesia still face obstacles in providing residents with clean water and adequate sanitation, Hubert Gijzen, the director of Unesco’s office in Jakarta, said on Tuesday.

“Ongoing rapid population increases in cities have impeded efforts to provide proper water and sanitation services for urban people, although progress has been made,” Hubert said.

Hubert made his comments on the sidelines of a discussion titled “Water for Cities: Responding to the Urban Challenges” held by the Public Works Ministry, the UN and the Indonesian Institute of Sciences (LIPI).

The discussion was held to celebrate World Water Day, observed on March 22.

According to the UN, the water supply in Indonesia’s rural areas increased to 71 percent last year, up from 62 percent in 1990.

On the contrary, the water supply to urban areas decreased to 89 percent last year, down from 92 percent in 1990, partially attributable to a vast increase in urban dwellers.

Gijzen said that finding innovative solutions to provide clean water was urgent given that the world’s population would top 7 billion later this year, half of whom would be concentrated in cities.

Public Works Minister Joko Kirmanto said urban populations in Indonesia had drastically increased from year to year, resulting in the massive exploitation of land and water resources, as well as increased pollution from household and industrial waste.

“We have developed water catchment areas and drainage systems to provide better access to clean water to urban communities and to protect them from flooding,” he told journalists.

Yet urban residents face unstable water supplies due to the improper use of water resources and massive land conversions. Many water catchment areas have been converted to residences or industrial complex.

Gijzen said developing sustainable urban water management practices required a paradigm shift and innovation.

Citing an example, he said that eco-hydrology was a simple engineering technique that offered an effective way to provide better access to clean water for people living in urban areas.

“It sounds like a difficult term, but eco-hydrology basically tries to intervene in water flows in rivers, lakes, or even in coastal areas, with very simple techniques. It will help water bodies to strengthen their purification activities,” he said.

In the Netherlands, for example, local governments bought land from farmers and developed dykes along the riverbanks. “They can spread out the water inside the rivers. The rivers will be biologically more active,” he said.

LIPI director Lukman Hakim said conventional approaches for managing water resources that focused on technical aspects were not enough to cope with water crises in urban areas.

“We need more sustainable and integrated approaches to preserve water resources,” he said.

Gijzen said that eco-hydrology could not be separated from two other important steps — rational water use and innovative water reuse — desperately needed to improve water management. (ebf)

Dutch pump nominated for British innovation prize

Dutchman Auke Idzenga has been nominated for the World Challenge 2010 for an ingenious water pump. He developed the idea in the Philippines where he lives. The machine pumps clean water high up into the mountains.

The pump is made of iron and uses parts that can be bought anywhere, like a door hinge or a car tyre. This makes it easy to maintain. It works on hydro power, so all it needs to generate electricity is a slope and a fast running stream.

Great heights

A large proportion of the water which passes through the pump can be transported to great heights.

"For every metre downwards, the pump can transport the water 20 to 30 times further, 24-hours-a-day. That is a lot of water.'

The World Challenge is an international competition for projects and companies which help local communities all over the world. Auke Idzenga feels deeply honoured. After being presented with the prestigious Ashden Award by Al Gore in 2007, he has now been nominated for the World Challenge by the BBC.

Clean drinking water

The invention has enabled Mr Idzenga's organisation AIDFI to supply clean drinking water to 150,000 people. People living high in the mountains used to have to make difficult trips every day to fetch water.

Mr Idzenga went to the Philippines to live more than 20 years ago. He came from a family of social activists. When he travelled to the far east as a radio operator on a ship, and saw the terrible poverty there, he decided to dedicate his life to the poor.

Hydraulic ram pump

He first became active in a trade union in the Philippines. The union set up the organisation AIDFI, Alternative Indigenous Development Foundation Inc, initially to support organic agriculture by applying simple technology which can be used anywhere.

"At technical college, I once worked on a hydraulic ram pump and it made a deep impression on me. When we set up AIDFI, I immediately remembered the pump. Back then the pumps were made of concrete, but I tinkered around with it until it was perfect and could be used anywhere."

Afghanistan

Meanwhile the pumps are being introduced in more and more countries. Laos and China have also joined the list. The most dangerous but also the most successful project was in Afghanistan.

"We built three installations there, under constant guard. Part of the job entails training local people to pass the technology on to others, so three Afghanis came to the Philippines for very intensive training."

The Afghanis then set up a shop and now they install pumps all over Afghanistan. The pumps enormously improve the quality of people's lives. People living in remote areas are able to wash themselves more frequently, which improves the hygiene. Cows and other livestock are healthier because they have access to water and people can grow their own vegetables. Some even sell their produce at markets. Mr Idzenga, "It is so rewarding!"

OZ pledges cash for clean water access, sewerages

Australia plans to give A$25 million (US$21.7 million) to 29 local governments in Indonesia to increase access to clean water and expand household sewerage connections.

“The local governments are expected to provide a clean water supply service and good sanitation for their communities,” Public Works Minister Djoko Kirmanto said recently.

The 29 regions include Palembang in South Sumatra, Palangkaraya in Central Kalimantan, Banjarbaru in South Kalimantan, Pekalongan in Central Java, Bogor and Banjar in West Java and Malang in East Java.

Grants for sewerage connections will be provided for Banjarmasin in South Kalimantan, Surakarta in Central Java, Balikpapan in East Kalimantan, Jambi in Central Sumatra, Payakumbuh in West Sumatra, Blitar in East Java and Denpasar in Bali.

However, the funds will be made available only once the local governments have developed water pipe networks and sewerage systems.

“This disbursement is output based, and this is the first time we have ever used this kind of approach,” the minister said.

In this output-based system, recipients are required to have included clean water access and sanitation programs in their annual regional budgets.

The recipients can only get the allocated fund once they have proven that they have built pipe networks for clean water and a sewerage.

“For each of the household pipes installed, we will pay Rp 2 million [US$218],” the minister said. “And if they install more than 1,000 pipes, we will pay Rp 3 million [$328] for each additional pipe,” he added.

Australian Ambassador to Indonesia Bill Farmer said the grant was meant to improve Indonesians’ hygiene.
“The initiative will give about 480,000 Indonesians ready access to cleaner water and better sanitation, helping people to stay healthier and be more productive,” he said.

The Australian Government has provided a total of A$300 million (US$260 million) to improve clean water and sanitation programs in the Asia-Pacific region. (map)

Water governance workshop in Bandung

BANDUNG: Dozens of participants are attending a five-day international workshop on water governance scheduled to be held in Bandung from Monday.

The participants, according to organizing committee member Erita K. Santosa, come from Malaysia, Vietnam, the Philippines, Thailand and Indonesia. The training program is a jointly funded initiative between UNDP Cap-Net, AguaJaring, IHE Indonesia and CKNet INA.

Replenishment of groundwater still low

Awareness among Jakartans to replenish groundwater is still low, whereas water recharge is a key to prevent flooding and land subsidence, experts say.

As long as city dwellers recharge groundwater from shallow wells, a 15- to 20-meter long drilled or hand-dug well, groundwater exploitation will have little impact on land subsidence. “The point is that you need to restore the water you have taken from underground,” Fatchy Muhammad from the Indonesian Water Society told The Jakarta Post recently.

One effective way to prevent flooding and land subsidence is by storing rainwater as much as possible by creating biopores and water reservoirs such as absorption lakes. However, education on the importance of giving back to nature, ensuring that the groundwater extraction does not exceed its recharge, is still lacking. Budiarsih, a tailor who lives in Pondok Cabe, South Jakarta, has an 18-meter shallow well standing in her backyard where she pumps water from underground to meet her household water needs.

“I never knew that using groundwater had an environmental consequence of land subsidence, nor did I know that I have to make a biopore hole to replenish the water I have taken underground,” she said.

With more than a half of Jakarta’s population still lacking access to piped water, groundwater has served as a cheap alternative resource and a solution to meet the water needs of city households. A recent study from the Bandung Institute of Technology found that the exploration of groundwater, along with pressure from high-rise buildings, mainly contributed to land subsidence in Jakarta at a rate of 10 centimeters per year.

“One thing that most people forget or don’t know is that Jakarta laid in a low, flat basin, around 40 percent below sea level in 1973,” Firdaus Ali, a graduate geology from the University of Wisconsin-Madison, the US, told the Post.

He said Jakarta was slowly but surely sinking; the sea would reach Jl. Hayam Wuruk, Central Jakarta, around 5 kilometers inland, making North Jakarta completely submerged within next 50 years.

Firdaus, also a board member of the Jakarta Water Supply Regulatory Body, said that while it was important to empower grassroot communities to participate in conserving and recharging groundwater, it was clearly much more important to restrict business entities from exploiting it.

“I’m worried about the use of deep wells by many business entities, such as malls and hotels as they sometimes over pump deep groundwater without replenishing it,” he said. “Big buildings are the largest contributor to groundwater extraction and land subsidence in the city.”

Many large business establishments in Jakarta dig their own wells, which can be as deep as 200 meters, as an additional water supply that water tap operators cannot meet. But they sometimes use deep groundwater instead of tap water to avoid paying high water rates of Rp 14,650 (US$1.6) per cubic meter, according to Firdaus.

The City Environmental Management Agency (BPLHD) sealed off an illegally drilled deep well in the Bukopin building in South Jakarta last year as part of its bid to enforce a bylaw on groundwater extraction.

A biopore is around a 10-centimeter wide, 1-meter deep infiltration hole that is filled with organic waste to conserve groundwater.

Kamir R. Barata, a groundwater expert from the Bogor Agriculture Institute, said biopores are easy to make, as people just need to drill through watered soil using a standardized measurement.

He said rainwater absorption into soil was an effective way to conserve water and avoid water loss caused by evaporation.

Meanwhile, NGOs such as WatSan Action Tirta Lestari Foundation have emerged to raise awareness about the plight of groundwater exploitation through water-related educational programs, including teaching some city dwellers about how to make rainwater collection systems and biopores.

“We educate them about the danger of exploiting groundwater and how to better preserve it,” the foundation’s water engineer Noni Arkendita said, adding that her team also taught groundwater users in Cilincing, North Jakarta, and Bintaro, South Jakarta, how to construct water trenches to enhance water seepage and help channel water to biopores.
